Temporary Protection Regime: Recent Developments, Challenges and Perspectives for the Future

On International Migrants Day (18 December), the Association of Migration Research (GAR) is publishing its new report “Temporary Protection Regime: Recent Developments, Challenges and Perspectives for the Future”

The report brings together insights from two complementary processes. The first section is based on the online roundtable hosted by GAR on 19 June 2025, where academics, legal experts, and civil society representatives discussed the legal and practical limits of temporary protection in Türkiye, including discrimination, voluntary return, deportation practices, and institutional coordination gaps. The second section builds on papers from the 9 December 2023 workshop in İzmir (“Who, What, and How Much Does Temporary Protection Protect?”), while also accounting for major developments during the publication process—most notably the collapse of Bashar al-Assad’s regime on 8 December 2024, which did not translate into conditions conducive to safe, voluntary return and instead pointed to renewed uncertainty. Most of the texts published here were previously shared individually on GARBlog.

Across these discussions, the contributors underline the need for a rights-based, predictable, and institutionalized legal framework that can respond to today’s realities and support sustainable solutions for the future.
